The Trading Online Voucher Scheme is a real, ongoing initiative from the Department of Enterprise, Tourism and Employment. If you qualify, the State will co-fund up to half the cost of getting your business online — up to €2,500.

What it is, in plain English.

The Trading Online Voucher (TOV) is administered by your Local Enterprise Office. Small businesses apply, and if approved, the State pays half of your eligible digital costs — up to a maximum voucher of €2,500. You pay the rest.

So if your new website costs €4,000, the voucher covers €2,000 and you pay €2,000. If it costs €5,000 or more, you cap out at €2,500 from the State and the balance is yours. Either way: you're paying half.

Who can apply.

You'll typically qualify if your business ticks these boxes:

  • Limited online trading presence
  • Fewer than 10 employees
  • Turnover less than €2 million
  • Trading for at least six months
  • Based in the Local Enterprise Office's area
  • Tax-compliant and registered for ROS

What it can be spent on.

The voucher covers a defined list of digital activities. A new or upgraded website is the most common use, alongside:

  • New website (most common)
  • Online booking systems
  • App development
  • Online payment / e-commerce
  • Digital marketing strategy
  • SEO and search engine listings

How the application works.

  1. 01

    Sit a short online training session.

    Your Local Enterprise Office runs a free webinar covering the basics of trading online. It's a half-day. You'll need a certificate of attendance to apply.

  2. 02

    Get two written quotes.

    You'll need at least two formal quotes from suppliers for the work you want done. We'll give you a properly itemised quote you can submit as one of them.

  3. 03

    Submit the application online.

    Through your Local Enterprise Office's portal. Approval typically takes a few weeks. You can't start the work before you're approved.

  4. 04

    We build the site. You're reimbursed.

    Once your voucher is approved, we get to work. When the project's finished you submit the invoice and the LEO reimburses your half. We've done this with several clients — we'll guide you through it.
